Then, can not the Passport be used from countries outside the EU?
It can, but only for the animals that, before leaving the EU, already fulfil the sanitary conditions established when coming from those countries consequently, when they went out they were accompanied by the passports with this information registered.
In other words, a passport delivered in the EU before the exit of the animal for a country outside the EU, with the sanitary conditions established for the return registered, is valid for the return substituting the sanitary certificate.
If there will be modification of these sanitary conditions (identification/vaccination/revaccination against rabies/rabies antibody titration) that change the information in the passport, it is necessary a sanitary certificate for the re-entry.
MOREOVER FOR THE ENTRY IN CERTAIN COUNTRIES OUTSIDE THE EU THE PASSPORT MAY BE USED. When there is no need of specific documentation to travel to some countries (like USA and Canada).
